  1. Do you believe that foreign nationals wishing to live and work in Japan need to learn Japanese to qualify for a visa?
  2. Do you believe the national government will do a better job than local municipalities at helping foreigners learn Japanese and better integrate into Japanese society?
  3. What is your vision of a successful language program? Should foreigners learn Japanese before coming to Japan? Or can they learn after arriving?
  4. What do you believe is the proper level of Japanese to speak to successfully integrate into Japanese society? Basic? Intermediate? Advanced? Native level?
  5. Many foreigners are quite skeptical of the intent of the national government with regard to requiring Japanese language proficiency to secure a visa. Alone, many find it a good idea. However, in context with other recent changes, many are worried that this is just another way to dissuade foreigners from coming to Japan. What do you think of these concerns?
